That is normal. Mine do that too, and figured out they won't work until the leather warms up to some degree. They strobe on high, low will stay on for a bit but will effectively shut down. This is apparently normal for these. My Cadillac would always come on. These, they will after about 2 minutes of sitting on them, when the temps are below 0.
