Actually with bigger pullies your making more boost down low, might want to lower stall, you need to look at the hp/tq graphs on the engine to find the right spot. One of the reasons turbo and centrifugal supercharged cars do well at the track is because they have less boost out of the hole (better hook up) and run stronger up top. Whipple/twin screws always make a lot down low and wind out up top, which always results in slower track times.
