Your 2nd answer your totally wrong, its normal for the radio to stay on after you take out your key for 30min and it is also normal for the lights to stay on when you come out of your car, I guess its a security thing where it lights your way.
As far as the parking lights staying on 1 side, look at your light switch, if you go over to the left past off you can leave either the right or left on, its a European thing you would leave the park light on on the side of the street so on coming cars would see it.
