Not sure what the problem is here but if the dealer is ordering new pads for the front, why would they not order new rotors as well?
I have never heard of pads not being straight but rotor warp is a common problem especially after a long time of wear. I suppose you could have a bad set of pads but you could also have a bad set of rotors right from the factory. Have they checked the rotors?
