Default I Give Up - Dealerships!

I got my car back after getting my A/C fixed. The interior has a few more scratches and the paint is peeling. That doesn't bother me so much because I needed to fix some other areas too and I have a guy that will do it. What bothers me is when I turned the headlights on this morning and saw light coming from behind the cigarette lighter. They must have broken the black washer piece that keeps light from coming behind the dash. The whole section of the dash (Cig lighter and ash tray) was put back on wrong because it is not flush with the rest of the interior.

My question... is it just a washer or is it part of the actual console? Is it rubber or a hard plastic? I can't tell if it is broken or if they just didn't put it back on the right way (because some of it is there). Any information on what is back there would be greatly appreciated so I can determine if they broke it or just need to take it apart and put it back together the right way. I only want to bring my car back once... not twice (one time to look at it and another to fix it).
