The two are completely different. CryO2 helps cool things like metal and thus the liquid or gas passing through is going to dissipate heat and result in more power. The only time I've ever seen this be marginally worth it is on a front mount air-air intercooler pushing some decent boost.

CryO2 does not get ingested by the engine. If you put CO2 in an engine and fights the O2 for volume and wins, thus decreased air intake and decreased performance or even a stalled engine.

NO2 is completely different in that it adds to the effective O2 available. Atmosphere is 21% where as NO2 is about 70%. No you can not shoot straight O2 into your enigne.
