When you press on the door, the 'plunger' goes in like it is supposed to, but the door itself doesn't latch.
There is a tab sticking off of the door that has a hole in it - it appears as if a part is missing, but I'm not sure.
Is there a schematic for the fuel door, or something that I can look at to try to figure this out?
Is this a known issue?

It only locks when the car is locked, it is operated by an air line which could be broken. Or do you mean that it pops up rather than stay flush? In that case I would say that the hinge spring is broken.
