the first step is always to get the car on an alignment rack and see what is going on. One front corner sitting low is bizzare and should be checked out. Has the car ever been wrecked? done a car fax on it? i would adress the ride height issue first. Toe has a bigger impact on tire edge wear than camber and is adjustable.
