Do they blow without trying to move the mirror, ie an immediate short failure? If so get an ohm meter and connect it and start trying to follow the wires/ cable.

BTW water wont blow fuses in a 12 v circuit, it will lead to rapid corrosion but can not conduct but a few milliamperes.
