sounds exactly like what happened to me! gave the car a 'throttle-pedal failure' code. BUT.... it wasn't the throttle pedal, it was a faulty sprint booster.
what i have heard, is the sensor on the throttle pedal gets dirty and causes problems. PM woody 'waldig' because he has successfully cleaned and fixed his on his own.
doesn't sound like an IC pump failure, although you should replace it anyways.....
a new throttle pedal will cost you $250 for the part alone, so at least try cleaning up your existing unit.
this is EXACTLY what happened to me, so if the sprint booster removal didn't change it, then it's the AIT or throttle pedal.
