It looks and sounds like painted metal to me (95% sure). On mine, it looks like the paint actually puddled in some of the corners, and I see what appears to be spot welds in places. If it were mine, I would smooth the peeling out with fine sand paper and touch it up with some dark metallic gray paint. You could probably find a close match many places. Even brush on auto touch-up paint would work to stop the peeling. You can always paint it again later if you find a better match. I am wondering if the spoiler was opened when it was in a bind for some reason, like ice/snow built up, and that flexed the connection points and fractured the paint. You probably want to make sure that the metal under the paint isn't cracked also?
Surely you aren’t the only Forum member that has had peeling in that area. Also, does anyone know the paint match color for the area under the spoiler? We should all watch for this problem.
