I had the "No Panic" symptom too, along with the "Cricket on Crack" (The technical term for it!). They replaced the siren module alone and that's all it took.
I'm not saying this is the fix here, but it worked for me.
So did the lights still flash when you hit the panic button? Just no siren? I've never even tried my panic button. My siren doesn't chirp so I don't hear any noise and kind of prefer it that way. If it might cause a problem down the road then I may get it fixed while under warranty.
