I don't think it matters when the bill was originated. Some bills are written and passed so fast that CONgress doesn't even have time to read them (like the Spendulus Bill). The fact is that the President signed the bill into law. He did not have to sign the bill. Probably gets the Secret Service or an intern to buy him smokes.
In a couple years the revenue from the tax will diminish and then they'll start adding taxes to fast food. Another tax for the poor. I guess I should just be glad that I'm not poor and don't smoke.
