There is a company in the city that I live. They have about 5 vans and go mostly to dealerships. They spray painted my dash with a water based paint. They rubbed off the excess with a wheel (it was peeling), matched the paint and sprayed. when I look at the areas they did, I can't tell a difference. They matched it perfectly! I am very picky and have an eye to spot all kinds of imperfections. I was very impressed! It can be done because I have seen it with my own eyes! Maybe the guy that did my car was very talented.
