if you do not want to remove the splash shield you can try the little compartment in the tire well that will get you access to the bottom bolts and you might need to remove the grill and loosen bumper to wedge it out. try the magnetic tool if not remove the light assembly.

you will need to make the part out of scratch like a big heavy paper clip.
