The "tie down loop" isn't supposed to move.
According to the flat bed driver that carried my car to the shop when it wouldn't start last year, it's not supposed to be trusted for securing the car down on the flat bed either.
If the person (who towed your car) used the loop to "drag" your car into a position so they could hook it up to a tow truck , they may have stretched the loop out of shape
