the halo lights around the headlights are typically called angel eyes, and a lot of cars have them standard now, so yes it is legal in the states. NOTE: Just be careful because some aftermarket kits run extremely hot, and have started some melting issues in people vehicles. I have no problem with the ones in my BMW, and my girl friend just put a pair on her mustang, both look really nice with no issues.
