Anyone experience any strange smell on starting their HVAC system??

I replaced my filter a few weeks ago thinking that was it, I used a carbon filter (supposed to cut down on smells) and the same problem is still there. After it runs for a few minutes, it is fine again - no smell, but at startup, there is a musty smell. Any ideas??
