Yes, you can put HID's in low beams and have your high beams work fine.
Yes, you can put your HID's in high beams, but generally it is not recommended for functionality since HID's have approximately 30 seconds warm up time (to achieve full brightness), thus, the beam won't be as bright as the halogen. High beams need to be full brightness instantly, HID's aren't good for this.
Yes, you can put HID's in your fog lights as well.
