I would say it is true. The pressure runs downhill and the police officers are forced to write a certain number of tickets. You can say there is no quota but there is an unspoken quota. My family are highway patrol officers in the states above that were mentioned and they are frowned upon for not writing a certain number of speeding tickets. You can argue all you want... I am telling you what police officers are telling me. They set their guns at 20MPH over the limit because they don't waste their time with anything less. There is a quota and the pressure rolls downhill to write more tickets.

As for the calibration none-sense... it means nothing in court. They are trained to visually determine the speed and that alone will hold up in court. A radar gun is even better and a laser gun is dead on. But any of those 3 methods are all the judge needs to convict.
