I would say it is true. The pressure runs downhill and the police officers are forced to write a certain number of tickets. You can say there is no quota but there is an unspoken quota. I am telling you what police officers are telling me. They set their guns at 20MPH over the limit because they don't waste their time with anything less. There is a quota and the pressure rolls downhill to write more tickets.

As for the calibration none-sense... it means nothing in court. They are trained to visually determine the speed and that alone will hold up in court. A radar gun is even better and a laser gun is dead on. But any of those 3 methods are all the judge needs to convict.
