On my car adjustment of both seats only works when the car door is open, the key can be in the 'RUN' or the 'OFF' position.
This would make the statement (high lighted in red) in the 2004 Shop Manual wrong.
Excerpt from Shop Manual;

'The driver side power seat switches are operational with the driver door open, regardless of the ignition switch key position. If the driver door is closed, the ignition switch key must be turned to the ON/RUN position. See the owner’s manual in the glove box for more information.'

The owners manual offers no insight into this matter. I have not tried to open the door while the car is in motion to test if the seat can be adjusted as this could get dangerous.
This reminds me of an incident with my mother in a car, I told her that her door was not closed as we were driving, she went to open it and re-shut it as I slowed for a curve. The big door, on a '65 Mercury two door, swung open, instinctively she held onto the door handle, if it was not for the lap belt she would have gone out of the door at highway speed. Accelerating out of the curve the door closed and my mother still hanging onto the door was pushed back. What would I have told the police? sounds like the movie with (I think) Danny DeVito and Arnold S. 'Push my Momma from the train. please'.
