The DVLA who control license plate issue hold back all the good numbers and sell them starting at £250 so they start the market and set the value, there is a limited supply of plates in any given 6 month period and so the best ones demand a market value.
It's not uncommon for plates to go for over £10,000 check out the DVLA site
