He has matching rub marks on his bumper. The apartment complex is not allowed to tell me where the person lives so I am waiting for the person to come out and get in the SUV. Deductible is $500 so I am not going to report to my insurance. Looks like custom paint is inevitable, I have to try and see some kind of bright side to the situation.

As frequently stated, that's why I park way the heck away from anyone in parking lots (and usually come back to find a POS right next to my XF) and park closer to the passenger side, rather than the driver side, of other cars when I must. But nothing prevents some bonehead from cutting sharply and hitting you.
The only other thing I suggest is checking the alleged perps bumper for matching paint, but it does not look like he gouged you enough with his bumper. Hopefully, since you were parked, your comprehensive will cover this and your deductible is not too high. We feel for you.
