I'd have to get a lab to analyze the plastic from his bumper and see if it matches up with the plastic rubbed onto my car. I'd like to believe that he would own up to it but so far he hasn't. I have photos of everything.

BS, you have the evidence, tell the police you want an officer at the scene, show him the evidence...but do, do, do take photos or a video of the evidence...if he's a Marine, he will own up to it...
