Well, first off every car I've ever had (A LOT) the horn was always there for use without the key.
Let's say you are in a parking lot just sitting in the car when you notice someone starts to back into your car! HURRY! Put the key in and turn it so you can alert the other driver!
Or let's say yer name is FP and you see some chick that you would like to beep a little. Sorry! Can't do it unless the key is in and on.
I was waiting to take my son some place and told him to go get the car key. Of course he took forever and I pushed on the horn to hurry him along. Opps! Forgot. Gotta have the key in and on for the horn to work!
