I am only speculating that the nearest kerb is to the left of the vehicle whilst facing forward. But, yes, this area drains into the engine bay and the fender below via a rather large scuttle and soft-rubber hose. It might be clogged up with nasty old wet leaves or the like. You may want to try to blow the nooks out with an air compressor while probing the offending location with a thin wyre. There is a small screen directly over the drain hose, or you might be able to access it from below - doubtful, the way it looks. If that fails, popping off the port-side windscreen wiper is not too big a deal. Then you can pull back the drain pan and fully assess the situation.
