Teck since you're talking about only the NA 2004 cars, I can't tell you what a perfectly "stock" one would be capable of without the governor. They all have 3.27 gears (auto and manual) and I think in 6th gear the trannys have the same ratio as well.
Being only 215hp though, I don't think they have enough actual power to attain "red line" in 6th. gear, not even sure about 5th. either.
Wind resistance can be a very large stumbling block for a NA car to overcome.
As already mentioned, it's a completely different story for the supercharged cars.
The biggest problem is once the governor is removed, it really isn't "stock" anymore, because I don't think anybody offerers a "Tune" for the cars computer that removes "only" the governor.
