When I lived in an apartment I found leaving the moist and warmer underground parking and getting into the cold air outside my windows would mist up dangerously fast leaving me blind to the outside of the car. Using the heater to defog the windscreen only made it worse until the car had warmed up. At times the water would be so bad as to run down the windscreen inside the car.
This can also occur when the A/C evaporator is still wet from use in the hours previous and the air is drawn over the coil and enters the cabin, it will not go away until the evaporator is drier. Also check that the evap. drain is not plugged up from slime.
