The intercooler is tied into the radiator so shares the same hot water. Some have isolated the intercooler from the radiator and some have also tried adding ice to the tank.
You can upgrade the heat exchanger a couple of different ways, DIY or after markets. Upgrading the SC or the IC is a different matter.
