i am interpreting this to mean that the wear is taking place while the vehicle is stopped and the wheel is being turned - like pulling out of a parking space. it is very easy to wear out tires while turning the steering wheel while the vehicle is not moving. the solution is to make sure you are moving slowly forward or backwards as you begin to turn the wheel.

also, as mentioned above you can rotate the tires side to side to maximize the life of your tires if they indicate significant wear on the outside tread.
