It's a pet-peeve of mine that people who smoke think they can litter anywhere they please. They throw them on the ground everywhere. Why should everyone else pick up after you or be forced to see your garbage on the street, sidewalks, steps, grass, etc.? On a side note, I generally dislike state cops since they basically spend the whole day trying to catch me speeding. So did you flip the cigarette butt out the window towards a cop who was on the side of the road running radar? If so, the cop probably took it personally. If you flipped the cigarette butt out of the window as a cop went by, ditto. It seems as likely that the cop figured you were doing it to them and so wrote a ticket as it is that the cop just didn't want you littering.
