Mine shifts at redline in manual mode. The only exception (happens a lot) is if the tire spin is excessive, then it will upshift to the next higher gear early. When this happens you will see the traction control light flashing first. (with it turned off, naturally) I found out what was happening from my data logs. So, go easier on the pedal or lower the tire pressure.
