As far as the brightness, are you talking about 25' at night? I can tell you that mine is very very bright, and is visible at night as far as you can see the tail lights. If you are talking about daytime, they are not really designed to be very bright during the day.
I have to agree with the above post. Maybe you should call and talk to Pennington direct. If he has made changes, then he needs to know those changes aren't working....I had nothing but good communication and service from them, and absolutely no pressure sales....something has had to happen for this to take place...
