Hand tight is different to different people, give it to my wife and you could unscrew it with two fingers. Thats why all manuals give an actual torque specification. These filters make a mess if they come undone, you know how tight is tight enough, many do not.
The manual specifies 18 ft.lb, so you have to have the feel of what is enough, too little or too much.
