Default Another Intercooler Pump Question...

Does the intercooler pump run continuously while the car is running? or Does it run only after a certain temp is reached?
I replaced my original pump today (with a Johnson). It was bad and would not run when bench tested either.
After the swap, I started the car cold and let it run up to normal temp (radiator fan came on..low speed once). The I/C pump never came on.
I disconnected the wiring connector (harness side) from the pump and ran 12v directly to the pump ..and it does run.
I then put a meter to the harness side while the car was running to check for "turn on voltage"....nothing...
Am I looking at also a bad air charge temp sensor or does the car need to be put under a load "driven" to get it up to proper temp for the I/C pump to add cooling.
