If the pick up pipe is always at the bottom of the tank, then why wouldn't the pipe pick up dirt all the time. Surely the only way this would work is if the pick up pipe in the gas stations tank floated on the gas and took fuel from the surface.
I think the best explanation is that any sediment in the tank is stirred up when the tank is refilled by a tanker and the pick up pipe picks up the debris that is floating around.
The same philosophy would apply to debris in the cars tank.
I avoid buying gas at old gas stations which may have old and possibly leaky tanks. A gas tank that leaks and sits below the water table can let water in rather than gas out.
In years past abandoned gas stations were a major source of benzene pollution, hopefully they have been cleaned up but I doubt it.
