In the box in the engine compartment - where you changed the fuse - the assembly is the Relay module.

Try unplugging and re-plugging the one marked "E" that is the horn relay.(all the way to the right in the picture on ebay)

Not saying that is what the problem is but you can see what it looks like as there is one on ebay
