No, the car turns on the pump then it monitors the O2 sensors to see a change. That's why you hear the pump run for a few seconds when you come to a stop light. It's "testing" the pump. I bought my car with a fried pump, I ripped it apart and found the plastic brush holders where melted. Well, I JB welded the brush holders back to where they should be, then filed them nice and smooth and the pump has been working for 9 months now. It looked like hell but once re-assembled you can't tell.
