If you look at the wiring schematic in the repair manual you will see: control wires going from PCM to the the Relay Contol Module. A relay closes on command from the PCM and sends current through a 10amp fuse to the pump motor. There is no way the PCM could see or tell if there is a load (or resistor) on the relay running the pump. It knows of the failure because the O2 sensors didn't change voltage when the pump was commanded.

Adding a resistor to the pump connector is VOODOO!
