no, the CANBUS system looks for resistance to make sure the bulb is there. When it doesnt see that resistance is within an acceptable range, it starts pulsing current to see if it can find it. This hunting for the right value causes the ballast to go into a warm up cycle that just repeats itself.

Without a load resistor and capacitor setup it wont work.
