Certainly, this is a commonly used method of cooling vehicles thru-out the industry. If it did not serve a valid purpose, they would not waste the $.
I think it helps combat hot engines and reduce stress on other components as well, It is not in itself going to cool down the engine 100% but would help.

There is no overheating issue that I am addressing with this thread as that indicates other problems.

Battery drain should not be much at all when the fan is running at 4 amp +/-
