Default Electrical smoke and smell

I turned the ignition off and was sitting in my car for about 10 minutes and heard a high pitched noise. I thought it was my ears ringing so I blew it off. It got a little louder so I then thought it was something going on with construction near by.
I then got out of the car and that its when I heard the noise under the hood. Lifted the hood and it was indeed a high pitch noise (almost like a vacuum cleaner) and a very strong odor of electrical wiring burning.
I knew I needed to do something so I started the engine back up and this was followed by some smoke (not too much). after about 1 minute the noise went away but the smell was still strong. I had to go into work and haven't been able to check it out really good yet.
Question is, what runs with the ignition off that would make this noise near or above the water pump or maybe close to the air clear cover? It is not the electrical fan as the smoke was not even close to that area.
