Mike your right it was the 60's ,wonder if theres a gasket for leaking memory.....

It is quite possible that the brass insert that the screw goes into has somehow broken free from the plastic and is turning as the screw is turned. If the screw is just knurled then it may be easy to break the bond, but if it is tapered or somehow keyed in that would be tougher. If the insert is the part that is square at the back as in the picture then I would say it is stripped not loose.
