There's a **** on the side of the snare drum to adjust the tension on the snares. They need to be fairly tight. Lower the snares, adjust the tension and then raise them back. Be careful not to force it too tight.

If they didn't give you a drum key with the set, you need to buy one. They are inexpensive. The key will allow you to adjust the tension on the drum heads. Lightly tap your drum stick on the drum head close to each rod. At the beginner level, this is not all that important.
