From the looks of the area damaged I'd say its from frequently resting your arm there. Just dont continue to place your arm there and it wont happen again once its repainted.
Mine looked 10 times worse after the dealership got in my car. They took apart my ignition tumbler and destroyed my console with their cell phone. I had a couple huge areas where the paint flaked off (by the ignition switch and the center console). They had a guy come and touch it up for me. He buffed it down and sprayed over the damaged area. Perfect match and looks like nothing ever happened. It has been more than 2 years. Still can't tell.

My point is you don't need to repaint the whole panel if it is done by a professional that knows what he is doing. My car is living proof of that.
