That's pricing for an SRT conversion. The NA would be roughly 2k more since you're missing some stuff. Yeah, you could go out and buy a new car for this price but for the money, you'll never have a car that can do what one of these can. If you wanted to do a non-kompressor V8, you'd be looking at a substantially lower price as the engines can be had very cheap and it's just electronics after that.
