From what I see, you are loosening a bolt on pulley #3. Pulley #7 is the belt tensioner, and that is the smaller pulley just to the left. On a non SRT engine there should be a bolt just down to the left of that pulley that needs to be loosened before the pulley can be adjusted to lessen tension on the belt. I have an SRT and this extra bolt is not on it, so I'm going from memory on this.
Someone with a N/A will hopefully chime in on this, to corroborate.
