My neighbor builds turbo set ups and one of his customers complained that he wasn't getting the expected boost. My neighbor and I took the car for a run and sure enough the boost was half of what it once was. After a look around we discovered that the customer took the screen "air filter" on the turbo inlet and folded it thus doubling the amount of restriction on the air intake. We removed the screen completely and went for a spin and sure enough the boost returned to expected levels.

So my guess is maybe you have restriction on the intake side. Remove all intake components and go for a spin, see if boost goes up.
