I agree that the fan may not be working since it does it with the A/C as well, start your car and see if the fan comes on after you turn on your A/C it should come on within a few, after you have checked to make sure your connections are connected, also make sure your fan connector is fully engaged there has been some that look like there pluged in but not fully seated and not allowing the fan to work.
